Temporal addition of Korean l10n

Since the localization project didn't allow me to contribute, I ended up open ip the repo, add up the file, localize, and finally have it able to apply.

• Added: l10n/phrases_ko.go // korean l10n
• Modified: l10n/strings.go // Add casing to have above change able to apply
